Comstat Privacy Policy

Comstat ("Comstat," "we," "us," or "our") provides a push-to-talk over cellular (PoC) communication service through the Comstat mobile application (the "App") and the website at comstat.ai (together, the "Services"). Comstat is used primarily as a professional and emergency communication tool by organizations and individuals.
This Privacy Policy explains what information we collect, how we use and share it, how long we keep it, and the choices and rights you have. We treat your information with a high degree of diligence and care, and except as described in this Privacy Policy, we do not disclose your personal information to third parties without your permission.
Information We Collect
We receive or collect certain information to operate, provide, improve, understand, customize, support, and secure our Services, including when you install, access, or use them. The type of information we collect depends on how you use the Services. Some features are optional; if you choose not to grant a permission or provide certain information, you will not be able to use the related feature (for example, if you do not allow access to your location, you cannot share your location with your contacts, and SOS alerts cannot include your position).
Information you provide
- Account and registration information. Your account ID, display name (alias), login password, profile photo, phone number, organization or group membership, region, and language preference. Comstat accounts are typically provisioned by your organization's administrator as part of a service subscription.
- Messages and media. When you send a voice message, picture, video, or text message, we temporarily process and store the content on our servers in order to deliver it to the users or groups you specify. Real-time voice communications are relayed through our servers to the recipients you choose.
Information collected automatically
- Usage and log information. Information about your activity on the Services, such as the features you use (calls, messages, groups, group names and pictures, profile photos), your settings, the time, frequency, and duration of your activity, online/offline status and last-seen time, and diagnostic, crash, and performance logs and reports.
- Device and connection information. Hardware model, operating system and version, app version, battery level, signal strength, mobile network or ISP, connection information (including phone number and carrier), language and time zone, IP address, and device identifiers.
- Location information. With your permission, we collect precise location information from your device when you use location-related features — for example, when you share your location with your contacts, view locations shared with you, or appear on your organization's dispatch map. When you use the SOS emergency feature, we collect and use your precise location (including, with your permission, in the background) so that your contacts and your organization's administrators can respond to the emergency. We may also use location information for diagnostic and troubleshooting purposes. You can control location access at any time in your device settings.
- Cookies. Our website uses cookies to operate and provide web-based services, remember your choices (such as language), understand how the Services are used, and improve your experience.
How We Use Information
We use the information we have (subject to your choices and applicable law) to operate, provide, improve, understand, customize, support, and secure our Services:
- Our Services. We use the information in our possession to operate and provide our Services, including providing customer support; completing purchases or transactions; and improving, repairing, and customizing our Services. We also use the information we have to understand how people use our Services; evaluate and improve our Services; research, develop, and test new services and features; and perform troubleshooting activities. When you contact us, we also use your information to respond to you.
- Safety, security, and integrity. Safety, security, and integrity are an integral part of our Services. We use the information we have to verify accounts and activity; combat harmful practices; protect users from adverse experiences; and promote safety, security, and integrity within and outside our Services — for example, by investigating suspicious activity or violations of our terms and policies, and ensuring the Services are used lawfully.
- Business interaction. We enable you to communicate and interact with other users in your organization using our Services, including real-time intra-group voice calls, private calls, video calls, and instant messaging. Your speech can be heard by other members of the group immediately, and you can send them voice files, videos, and pictures to exchange information, making communication and transaction processing more efficient and secure.
Specific types of information and processing purposes

We do not sell your personal information, and we do not use the content of your communications for advertising.
Messages and Call Content
We do not permanently retain the content of your communications on our servers. Messages and media are stored temporarily on our servers only as needed to deliver them to your intended recipients, after which they reside on your device and the devices of the users you communicate with (unless a recipient saves or forwards them elsewhere). Depending on your organization's configuration, voice recordings and message history may be retained by your organization for operational or record-keeping purposes; such retention is controlled by your organization.
Device Permissions We Request
The App requests the following permissions. Each is requested only with your consent, is used only for the purposes described, and can be changed at any time in your device's Settings. If you decline a permission, the related feature will be unavailable, but you may still use the rest of the App. Permissions marked "Android builds only" are not requested on iOS.

The above permissions are used only after you explicitly allow the App to use them, and they are not used for other purposes or shared with other people or organizations in other circumstances.
How We Share Information
You share your information as you use the Services to communicate. We share information only as described below:
- With people you communicate with. Your messages, media, and shared location are delivered to the users and groups you choose. Your display name, profile photo, and online status may be visible to other users of your organization's service. Users you communicate with may store or forward the information you send them.
- With your organization. If your account is provisioned by an organization (for example, your employer), that organization's administrators and dispatchers can access account information, group membership, location data shared through the service, and, depending on configuration, communication records, in order to manage members and operations and respond to SOS alerts.
- With service providers. We use third-party providers to support the Services, such as mapping and crash reporting (see "Third-Party Services" below). These providers process information only as needed to provide their services.
- For legal reasons. We may disclose information if required by law or valid requests from public authorities, to enforce our terms, to protect the rights, property, or safety of Comstat, our users, or others, or with your consent.
Comstat will disclose your personal information, in whole or in part, in accordance with your personal wishes or as required by law, in the following cases:
- Disclosure to third parties with your prior consent;
- Where sharing your personal information with third parties is necessary to provide the products and services you request;
- Disclosure to third parties or to administrative or judicial authorities in accordance with applicable law or the requirements of administrative or judicial authorities;
- Where disclosure to a third party is required because you have violated applicable laws or regulations, the Comstat service agreement, or related rules;
- If you are an intellectual-property complainant and have filed a complaint, disclosure to the respondent at the respondent's request, so that both parties can handle possible rights disputes;
- In a transaction created on the Comstat platform, if any party to the transaction has performed or partially performed its obligations and requests information disclosure, Comstat may decide to provide that user with the counterparty's contact information and other necessary information to facilitate completion of the transaction or resolution of the dispute;
- Other disclosures Comstat deems appropriate in accordance with laws, regulations, or our policies.
We do not provide, sell, rent, share, or trade your personal information to unrelated third parties, and we do not permit any third party to collect, edit, sell, or disseminate your personal information.
Information You Share with Us
You share your information when you use and communicate through our Services, and we share your information to help us operate, provide, improve, understand, customize, support, and secure our Services.
- Information sent to the people you choose to communicate with. You share your information (including messages and location information) when you use and communicate through our Services.
- Information related to your account. Your phone number, profile name, and account avatar, as well as messages viewed and message receipts, may be available to other users of the Services, although you may configure your service settings to manage certain information available to other users, including the organizations you communicate with.
- Your contacts and others. Users (including organizations) with whom you communicate may store or forward your information (including your phone number or messages) to others inside or outside our Services. You can contact your organization's administrators to control who you communicate with on our Services and certain information you share.
- Third-party services. When you or others use third-party services or products that are integrated with our Services, those third parties may receive information about what you or others share with them. For example, if you use precise location features, the mapping SDK (such as Google Maps or Amap/AutoNavi) obtains and collects your location information with your permission; and with your permission, device information, App usage information, and software status may be reported to a crash reporting SDK (such as Tencent Bugly) so that, when necessary (App crashes or abnormal program function), we can analyze, optimize, and resolve program problems and improve the user experience.
Account Creation and Use
- When registering for a Comstat account, you provide the personal registration information required by Comstat;
- Comstat may also receive personal data of users created and obtained from business partners (such as your organization) through lawful means;
- Comstat will not provide, sell, rent, share, or trade your personal information to any unrelated third party, unless we have obtained your prior permission, or such third party, individually or jointly with Comstat (including Comstat affiliates), provides services to you — and after the service is completed, that third party will be barred from accessing all material it was previously able to access;
- Comstat does not allow any third party to collect, edit, sell, or disseminate your personal information in any way. If any user of the Comstat platform engages in such activities, Comstat has the right to immediately terminate its service agreement with that user upon discovery;
- For the purpose of serving users, Comstat may use your personal information to provide you with information of interest to you, including but not limited to sending you product and service information, or sharing information with Comstat partners so that they can send you information about their products and services (the latter requires your prior consent).
Third-Party Services
To provide certain features, the App integrates third-party software development kits (SDKs). These third parties process information in accordance with their own privacy policies:
- Mapping services. When you use location features, the App uses mapping SDKs — Google Maps (privacy policy) and, in some regions, Amap/AutoNavi (privacy policy) — to display your location and the locations shared with you.
- Crash reporting. The App may use a crash reporting SDK (such as Tencent Bugly — privacy statement) to collect crash information such as the time of the crash, device model, operating system version, and network status, for troubleshooting and improving stability.
These embedded third-party services may collect personal information about you, and they are operated by the respective third parties. The collection and processing of information by these providers is governed by their own privacy terms, not this Policy. To protect your legitimate rights and interests, if you find that any of these SDKs or similar services presents a risk, we recommend that you immediately stop the related operation and contact us promptly.
Data Retention
We store information for as long as needed for the purposes described in this Privacy Policy, including providing the Services, complying with legal obligations, enforcing our terms, and protecting our rights and our users. Retention periods depend on the nature of the information, why it was collected, and applicable legal or operational requirements. Message content is retained on our servers only temporarily for delivery, as described above. When your account is deleted, the information in the account is deleted or anonymized in a timely manner and cannot be recovered.
Managing and Deleting Your Information
- Update your profile. You can change your profile photo, display name, login password, and related settings at any time in the App under Settings.
- Control permissions. You can enable or disable microphone, location, camera, photo, notification, and Bluetooth access at any time in your device's Settings.
- Delete your account. You can request deletion of your Comstat account in the App, by contacting your organization's administrator, or by emailing us at privacy@comstat.ai. After the account is deleted, its information will be deleted or anonymized and cannot be recovered.
Your Rights
Depending on your location, you may have the right to access, correct, update, restrict, or delete the personal information we hold about you, to object to or restrict certain processing, and to data portability. To exercise any of these rights, contact us at privacy@comstat.ai. We will respond in accordance with applicable law.
Security
Comstat accounts include security protections, and we use encryption of user passwords and other technical and organizational measures to protect your information against loss, misuse, and unauthorized access or alteration. Please keep your username and password secure. While we work hard to protect your information, no security measures are perfect, and we cannot guarantee absolute security of information transmitted over networks.
Children's Privacy
The Services are intended for professional and organizational use and are not directed to children under the age of 13 (or the equivalent minimum age in your jurisdiction). We do not knowingly collect personal information from children. If you believe a child has provided us personal information, please contact us at privacy@comstat.ai and we will delete it.
International Data Transfers
Your information may be processed and stored on servers located outside of your country of residence. Where we transfer personal information internationally, we take steps to ensure it receives an adequate level of protection consistent with this Privacy Policy and applicable law.
Changes to This Privacy Policy
We may update this Privacy Policy from time to time. If we make changes, we will post the updated policy on this page and update the effective date above. If the changes are material, we will provide additional notice, such as through the App or our website. Your continued use of the Services after an update constitutes acceptance of the updated policy.
